How to choose a location in Montenegro

The right location is rarely the most photographed one. It is the one that matches how you will actually use the property.
Most people start with a view. It is a natural place to begin, but it is not where a good decision is made. A location is a set of daily realities: how you arrive, where you park, what is open in November, how far the nearest clinic is and how the street feels at eight in the evening in August.
Before comparing properties, it helps to describe the year. How many weeks will you be here? Which months? Will anyone else use the property? Will you rent it, and to whom? The answers narrow the coast quickly.
The Bay of Kotor and Budva are barely an hour apart and behave like different countries in summer. Tivat is convenient and organised. Bar and Ulcinj offer space and value with different rhythms. None of these is better in the abstract.
My suggestion is simple: visit at least two locations at different times of day, and if possible outside the season. What you feel in a quiet October afternoon usually tells you more than any listing.
