Property Prices on the Montenegrin Coast, 2026: What the Numbers Show
Montenegro Property Advisor · Published 17 October 2026 · Last updated 17 October 2026 · Montenegrin coast
Average prices per m² in Tivat, Kotor, Budva, Bar and Ulcinj in 2026, a real Budva example, and where the Montenegro property market is heading before EU accession.
The market keeps moving up. In the first quarter of 2026, the national average reached about €2,910 per m², up 8.5% on the year before.
Asking prices by town (€/m²)
• Tivat: ~4,190 • Kotor: ~3,600 • Budva: ~3,340, and €4,000–6,000 in the very centre • Bar and Ulcinj: ~2,500–2,650, the most affordable on the coast
At the top end, premium waterfront and resort-style developments reach up to €12,000 per m².
A concrete example: in one Budva neighbourhood, a square metre cost about €2,950 a year ago. Today it sells for €3,200–3,250, depending on furnishing.
What I expect: I see no sign of a drop. I expect gradual growth, with a more noticeable rise around 2028, when Montenegro plans to join the EU.
