Different risks, different advantages, and one thing both require: verification.
New construction usually means better insulation, modern layouts and lower immediate maintenance, but also a shorter track record and, if off-plan, a dependence on the developer's delivery.
Resale gives you a real building with visible history: how the roof has aged, how the neighbours live, how the terrace drains. It may need work, but very little is hidden.
In both cases the decisive factor is the documentation and the people behind the property, not the finish quality on viewing day.
